The startling scenes were recorded by a security camera in the city of Nogales, in the Mexican state of Sonora.
In the video, the 22-year-old named as Minerva F.S. can be seen dashing across three lanes of traffic in a pair of high heels as she appears to be speaking on the phone.
She passes in front of a pick-up truck and steps out into the third lane of traffic as a car is driving towards her.
Minerva then slips, falling onto her back directly in front of the car, giving the driver very little time to stop the vehicle.
The victim is caught under the car's wheel and dragged before the vehicle comes to a halt.
Onlookers rush to help the injured woman as the driver, named as Jaime in local media, reverses away from her body.
Minerva was reportedly rushed to a local hospital by the Red Cross where she was treated for fractures to her left knee and elbow, injuries to her right hand and bruising to her body.
She is reportedly in a stable condition.
Local media report that she was crossing the busy road just 50 metres from a pedestrian crossing.
