Shocked Amber Wardrop-Barros, who lives near the street where the party was held, told 9 News Keely was left screaming in agony after being hit.

"She was just bellowing, crying, screaming. It was pretty shocking," she told reporters.

Emergency crews reportedly worked for more than an hour to free Keely from underneath the car before she was taken to hospital with serious leg and arm injuries.

Her 58-year-old mum took a breath test at the scene which allegedly returned a positive result and she was arrested and taken to Sutherland Police Station.

Cops later charged her with aggravated dangerous driving, occasioning grievous bodily harm and high-range drink driving.

Chief Inspector Gary Ford said his officers are now investigating exactly what happened.
