Winks had been tipped for a World Cup place with England after becoming an important player under Mauricio Pochettino.
But his ankle setback meant there was no chance of getting into Gareth Southgate’s 23-man squad.
However, Winks is aiming to be fit and raring to go for the start of the new Premier League season following his successful operation.
Winks said: “Op went well [and] ready to push on for pre-season.”
The 22-year-old ended up making 25 domestic appearances this season, leading to him winning his first Three Lions cap in October last year.
Expectations are high for Winks, who is seen as a long-term replacement for Mousa Dembele.
